Dwell time in home Express Center...FCC

Can someone please explain the 24 hour rule related to Dwell time in your home express center. It seem to me that having to check into an express center has outlasted its usefullness....made sense before GPS but now, I don't get it.

The at home dwell time requirement was dropped.Now it is first in first out.
