It makes a difference how people drive in construction zones, and how states manage the laws. I-95 is undergoing major construction near our home in Florida. Construction zone speed limits are reduced slightly, if at all, and most drivers fly through because you do not see troopers on site like you do in many states.

Sadly, the bodies are piling up. It seems that not a week goes by without a report of yet another fatality or major wreck along this stretch.
