does anyone know how much, and what type of insurance, you would need if you got your own authoriy? is it very expensive?

I'm not really sure, If I were you I would checkout www.ooida.com and check. and you can look into the back of Overdrive magazine in the classified section and there is ad's that will help you get your auhtority, permits..etc for a nominal fee.
