Anti Idling Laws

Has anyone had a problem with the anti idling laws? If 15 states have them, which states are they and do they enforce these laws?

2 states that I know of are NY and Mass but as far as enforcing the rules,I imagine the only way is for the DOT or State Trooper to pull in and observe and listen.
