3126 CAT will turn over, but not fire up

I have an RV and Im stuck.. When attempting to start it will turn over, but not fire up. We changed the fuel filter (had algae and added fresh diesel to the filter), and still will not fire up. How do I prime the system? Where I'm located (florida Keys) there seem to be NOBODY available unless its a boat (and pushing this thing into the ocean does not qualify).

Should be a primer pump on side of engine. Driver side. Make sure filters are full prior to installing them.
