What happens if he says OK. I’ll just pretend the truck is governed at 55 ?
Any long term affects/benefits?

What would I need to fix this problem?

There are many parts to making this system function. The injectors need to be evaluated. The turbocharger has to be in good condition. The intercooler needs to be relatively clean, and the temp sensors before and after the DPF have to work.

Before you put a DPF on it, you still have to solve the root cause of it's failure. I'd have the injectors and turbo evaluated.

Without solving the root cause, the new DPF will immediately be at risk.

Sounds like his best bet is find a reputable dealer and get ready to write a big check.

Too cold this time of year for GTS to do in his yard, I imagine.
