Oregon is the first state to enact a pay as you go tax for drivers. A device is plugged in under the dash that records road use. The owner is charged 1.5cpm for all miles driven. At this point they are testing on 5000 "guinea pigs".

The tax is actually a road tax, that gets collected when you buy fuel. If you don't buy fuel (electric vehicle), or much of it (fuel efficient vehicle), your road taxes aren't being paid. If you don't pay your share of road taxes, that's more money from collected fuel taxes that actually has to go towards road and bridge maintenance, and fewer dollars that can be siphoned off for other projects and department head salaries.

Their fuel tax is 30 cents per gallon of gasoline currently. The report I saw says they want 40 cents per gallon.

If you read the article, they make it very clear that people have to be "educated" about this, so they'll happily, even gleefully, opt-in.
