First, First Outs are:
M - Mini
E - Error (Dispatch Error)
D - Dry Run

Second, go to where the freight is. Dispatch will go 50 miles out to look who is available, regardless of what board they are on, and if no one is 50 miles out, they will go 100 miles out.

I don't know what a Montana move offer is.
